Scytl presents a case law paper at the Congress on Elections and the European Court of Human Rights

As part of the Congress on Elections and the European Court of Human Rights that will be held in Barcelona on October 10th, Adrià Rodríguez-Pérez, Public Policy Researcher at Scytl, will present a paper entitled “Between freedom of expression and secret suffrage: the case of Magyar Kétfarkú Kutya Párt v. Hungary.”

The paper addresses recent case law by the European Court of Human Rights regarding the use of a mobile application, created by a Hungarian political party, that allows voters to upload and share anonymous pictures of their invalid ballot papers. It evaluates whether, in such a scenario, the principles of free and secret suffrage should prevail over or be balanced with the right to freedom of expression.

The Congress on Elections and the European Court of Human Rights seeks to encourage academic discussion on relevant judgments of international and national judicial bodies, by experts in the field of law and other related disciplines. It is organized by the Academia Interamericana de Derechos Humanos and the Universitat de Barcelona, with the support of the Fundación Manuel Giménez Abad and Observadors per la Democràcia (ODEM).
