Scytl’s Voter Registration Platform (VRP) allows the Electoral Authorities to manage temporary and continuous voter registration processes, through registration centers or self-registration through the Internet. Scytl’s VRP permits to securely register new voters, update voter data or supply certain voter information, and supports PKI, barcodes and biometric data capture in order to ensure the integrity and privacy of the stored data.

The Philippines:
The Electoral Commission of the Philippines (COMELEC) conducted in July and August 2007 a nonbinding internet voting pilot simulating Senatorial and Party List elections for the Filipinos living in Singapore. Within this framework, 26,000 voters were required to enroll online through Scytl’s Voter Registration System and obtain special voting credentials to cast their votes through the Internet. In order to obtain these credentials, the Filipinos living in Singapore had to identify and authenticate themselves on the user-friendly website provided by Scytl’s VRP. At the same time, the helpdesk personnel, once authenticated, could access the Registration Database, look for certain voters, check their status and unblock the citizens who had provided incorrect data more than 3 times. This pilot was a great success both from a technological and human point of view.
