Scytl’s e-voting technology used in the parliamentary elections of the State of Victoria (Australia)

Scytl, in partnership with HP, provided its electronic voting solution to the State of Victoria (Australia) for their parliamentary elections in November.  This is the second phase of an electoral modernization project that began in the State of Victoria in 2006. In this second phase, Scytl has equipped polling stations with electronic voting kiosks and telephone voting systems that allowed voters to cast votes electronically in 12 different languages with a central system that securely collected those votes. The use of electronic voting systems was primarily aimed at enfranchising Victoria’s visually impaired voters and ensuring that they could vote autonomously. Some mobile voting centers were also implemented to help hospitalized voters and elderly people cast their votes during the parliamentary elections.

The Organization of American States awards a contract to Scytl for an e-voting project in Peru

The Organization of American States (OAS) has awarded a contract to Scytl to audit the electronic voting software developed by the National Office of Electoral Processes of Peru. The scope of the audit will cover the compliance of the e-voting solution with software development, software testing,  security and data encryption standards.  The audit will also include the evaluation of the risks associated with the use of electronic voting and the recommended control measures to mitigate these risks. Scytl will also propose actions that will allow the Peruvian National Office of Electoral Processes to improve its e-voting software solution. The OAS is a Washington DC-based multilateral organization that gathers countries from the Western Hemisphere to promote Democracy, strengthen human rights, foster economic development, peace, security and cooperation and progress in the achievement of common interests.

Scytl's Election Management System successfully used in Bosnia and Herzegovina during 2010 General Elections

Scytl’ s Election Management System (EMS) was successfully used by the Central Electoral Commission of Bosnia and Herzegovina (CEC) to manage their complex electoral process for the 2010 General Elections, including managing political parties and candidates, consolidating preliminary and final results and publishing them on the Internet, allocating mandates, generating reports and statistics. On Election Day approximately 3 million voters elected their representatives to the Bosnian and Serbian Presidency and National Assemblies and to 10 Cantonal Assemblies. The election results from 5,273 polling stations were efficiently consolidated at 142 Municipal Election Commissions, allowing the CEC to announce the first preliminary election results only a few hours after closing the polls. This project was awarded to Scytl by the Organization for Security and Co-operation in Europe (OSCE).

Scytl's Election Management System successfully used in the Parliamentary Elections in Catalonia

Scytl's Election Management System (EMS) has been successfully used (with the collaboration of its partner Everis) during the 2010 Parliamentary Elections in Catalonia with 5.5 million potential voters. This system has drastically improved the logistics and management of the different election tasks (electoral districts, electoral board members and election representatives configuration), the communication with entities involved in the electoral process (local city councils and election managers) as well as the training and payroll processes of the personnel involved in the election. This system has been permanently acquired by the Electoral Division of the Government of Catalonia.

Scytl carries out a new Internet voting election for the French citizens living abroad

Scytl has successfully carried out, with its partner Atos Origin and for the French Ministry of Foreign Affairs, the partial elections to the Overseas French Assembly (AFE) for the districts of Mexico and Washington.  Over 60,000 French citizens were eligible to vote over the Internet from October 6 thru 24 with a significant increase in participation compared to the 2009 election.  This election was conducted though the permanent secure Internet voting platform provided by Scytl to the French Ministry of Foreign Affairs. This platform will be used in the next parliamentary election of 2012 in which for the first time 11 members of the French National Parliament will be elected by the French living abroad.

Scytl participates in the 2010 International Electoral Affairs Symposium in Mauritius

Scytl attended the 2010 International Electoral Affairs Symposium on 'The Role of Technology in Raising Standards', held in Mauritius on November 8-9 and organized by the Centre for Parliamentary Studies. This major two-day conference looked into the legal framework of electoral processes and the roles of both technology and people, highlighting significant issues being faced by those engaged in improving integrity, transparency, and public confidence in the democratic process. The conference was attended by elections officials from multiple Asian and African countries.

Scytl carries out electoral modernization projects in 14 States during the U.S. General election

Scytl successfully carried out electoral modernization projects in 14 States during the U.S. mid-term General election which closed on Tuesday November 2.  A great variety of Scytl’s technologies have been involved in these projects, including an online platform for the delivery of blank ballots to overseas voters, an Internet voting platform and e-pollbook software to manage the electoral roll at the polling stations.  The States that have used Scytl’s technologies during the General election are New York, Texas, Washington, California, Florida, Alabama, Missouri, Indiana, Kansas, Mississippi, New Mexico, Nebraska, West Virginia and Washington DC.

Scytl successfully carries out the first Internet voting project in Norway

As part of the “E-vote 2011-project” from the Norwegian Government, Scytl has successfully carried out the first Internet voting trial during Ålesund’s Youth Council election. From October 15th to 18th, 3,400 young people aged between 14 and 19 residing in the municipality of Ålesund were able to cast 543 votes from 171 voters through the Internet to elect their representatives. This fall, five other municipalities will also use Internet voting to conduct elections in either youth or advisory referendums. These experiences will be used to evaluate and further develop the Internet voting system that will be implemented in the 2011 municipal elections by ten municipalities in addition to regular paper-based voting.

Scytl will participate in the 14th edition of the Moderner Staat tradeshow that will be held on October 27-28 in Berlin, Germany. Moderner Staat is the leading event concerning Public Sector modernization in Germany and gathers over 4000 representatives of the German Administration at national, regional and municipal levels. The strategic focus of this year’s edition will be IT and e-Government.

Scytl awarded the e-participation project ‘MyUniversity’ by the European Commission

As part of the European Commission ICT Policy Support Program, Scytl has been awarded by the European Commission the e-participation project ‘MyUniversity’ in partnership with the GFI, a European system integrator, and Gov2U, a Greek NGO specializing in e-democracy. MyUniversity is a 30-month project that will allow students and professors from 17 Universities from 7 European countries to interact with their colleagues at both national and European level using various participation tools such as forums, e-petitions, Internet voting, letters to officials, etc. Scytl will be responsible for providing the e-participation platform with advanced security and auditing tools. These security measures will include the use of digital certificates to access restricted areas and an advanced auditing system which can trace all the actions carried out by the platform users.

Scytl participates in the OSCE seminar on e-voting in Vienna

Scytl presented its experiences in remote electronic voting at the OSCE seminar entitled “Present State and Prospects of Application of Electronic Voting in the OSCE participating States” that was held in Vienna on September 16 and 17. This event provided the opportunity for discussion of the experiences of OSCE States with different forms of electronic voting, existing international standards, forms of regulation and potential future developments in electronic voting in the OSCE area. This expert seminar was organized by the Kazakh Chairmanship of the OSCE, in co-operation with the OSCE's Office for Democratic Institutions and Human Rights (ODIHR).

Scytl to provide its e-voting technology to the State of Victoria (Australia)

The Australian State of Victoria has awarded the second phase of their electoral modernization program to Scytl that will provide electronic voting during their upcoming parliamentary elections. Scytl participates in the ACEEEO Annual Conference in Tbilisi (Georgia)

Scytl exhibited its innovative solutions in the fields of voter registration and electoral roll management during the 19th edition of the annual conference of the Association of European Election Officials (ACEEEO), which was held in Tbilisi (Georgia) from September 9 through 11. This conference was attended by election officials from over 30 countries from Europe, America and Africa.  ACEEEO is a non-profit organization, independent from political parties and governments, that promotes the institutionalization and professionalization of democratic procedures in the countries.

Scytl awarded a contract to provide its online solution to the State of Alabama

Scytl has been awarded a contract by Alabama’s Secretary of State, Beth Chapman, to provide military and overseas voters with expanded voting options. For the first time in Alabama’s history, overseas and military voters will be able to receive their absentee ballot via electronic means. This change will cut in half the overseas voting process completion time, knowing that in Alabama, this process can take up to 88 days.

Bernard Liautaud from Balderton Capital joins Scytl’s Board of Directors

After Balderton Capital’s recent investment in Scytl, Bernard Liautaud, a Partner of Balderton Capital, has joined Scytl’s Board of Directors. Mr. Liautaud was the founder and CEO of Business Objects, the enterprise software company that was acquired by SAP in 2007 for $6.8 billion, after becoming the leader in the Business Intelligence space with 6,700 employees, 45,000 customers and $1.5 billion of revenue. Mr. Liautaud is now a member of the SAP Supervisory Board and its strategy committee and he is also a member of Cap Gemini’s Board and its strategy committee. Mr. Liautaud has received a number of distinctions including “Chevalier de la Légion d’Honneur” in 2007 in France, Time Magazine Europe's Digital Top 25 and BusinessWeek Stars of Europe of 2002, Top 10 CEOs in North America by Chief Executive Magazine in 2001.

Scytl to provide its voting solution to overseas voters from 9 U.S. States

Scytl has been selected by the U.S. Federal Voting Assistance Program of the Department of Defense to provide an innovative voting system under a program to support overseas military and civilian voters for the 2010 election cycle. Scytl has been awarded 9 of the 20 States that agreed to participate in the program, making it the provider with the highest number of participating states. The solution offered by Scytl will allow overseas voters to receive their ballots in a timely manner, and optionally, to use an onscreen wizard to make ballot selections.

Scytl awarded a 5-year contract to conduct the first Internet voting elections in India

Scytl, in partnership with Tata Consultancy Services, has been awarded a 5-year contract to provide its Internet voting technology to the State of Gujarat in India after resulting the winning bid in a public procurement process. This Indian state with a population of 50 million people will be the first state to implement Internet voting in public elections in India.  Scytl’s Internet voting system will be initially used in 6 municipalities during the upcoming municipal elections to be held in September 2010. Citizens from these municipalities will be able to cast their votes over the Internet from home or from any polling station.  For both of these options, voters will need to register beforehand by filling-up a form. This is a major step in India’s electoral history as citizens will be voting through the Internet for the first time ever.

The Election Center, also known as the National Association of Election Officials, is a nonprofit organization dedicated to education and service for the elections and voter registration profession to improve administration of the election process.

Scytl presents at the Workshop on UOCAVA Remote Voting Systems in USA

Scytl participated in the 2010 Workshop on UOCAVA Remote Voting Systems which was held from August 6 through 7 in Washington DC, USA. At this conference, Scytl’s VP of R&D Jordi Puiggali presented an overview of security practices on remote e-voting and their impact on risk mitigation. Jordi Puiggali also participated on the discussion panels organized to debate the different risks of implementing remote voting systems. This Workshop was organized by the Election Assistance Commission (EAC), Federal Voting Assistance Program (FVAP) of the Department of Defense, and National Institute of Standards and Technology(NIST) to explore the technical issues associated with remote electronic absentee voting systems for military and overseas voters (UOCAVA voters).

Scytl awarded a contract from the New York State Board of Elections for overseas voters

Scytl’s subsidiary Scytl USA LLC, in partnership with the Overseas Vote Foundation (OVF), has been awarded a contract from the New York State Board of Elections to provide its “Power to MOVE” solution to support the state’s overseas voter community.   Scytl was selected due to its significant abilities to provide complying technologies to support the enabling legislation passed by the U.S. Congress.  The solution will support New York’s 320,000 overseas voters.  It enables them to complete and submit a voter registration application and absentee ballot request form (FPCA), to have blank ballots delivered them electronically, and to track the movement of all associated election related materials in a secure fashion.  The system will be available for use by overseas voters for the 2010 election cycle and beyond.

Scytl presents at the prestigious 2010 EVOTE Conference in Austria

Scytl sponsored and participated in the 2010 EVOTE conference which was held from July 21 through 24 in Bregenz, Austria. At this conference, Scytl’s VP of R&D Jordi Puiggali has presented Scytl’s ‘universal verifiable mixing’ process for Internet voting.  This conference is the international meeting point for e-voting experts from all over the world to hold an interdisciplinary and open discussion of all the issues electronic voting involves. This year, the conference was attended by more than 100 participants: e-voting experts, politicians and government representatives coming from 26 countries. This conference has been organized by e-voting.cc, the competence center for electronic voting and participation.

Scytl closes a €7.5M round of VC financing led by Balderton Capital

Scytl has recently closed a €7.5 million funding round led by Balderton Capital, one of the largest and most successful venture capital funds worldwide which manages $1.9 billion in committed venture capital, invested across over 90 companies in the US, Europe and Asia.   Nauta Capital, one of Scytl's existing VC investors, has also participated in this round.  This new funding will be used to accelerate the company's international expansion plans in order to consolidate Scytl's leading position in the electoral modernization market.  After this new round, Scytl will have a very solid shareholder base with three leading VC funds: Balderton Capital, Nauta Capital and Spinnaker Invest.

Scytl to provide an electronic voting platform to the Spanish National Police Force

Scytl, in partnership with Telefonica, will provide a permanent electronic voting platform and an election management platform to the Spanish National Police Force. This platform will be implemented to carry out elections to the National Police Council and will be used for the first time in 2011. The platform will allow all police officers and personnel to be able to vote from her/his working place through the Intranet.

Scytl supplies electronic poll book software to be used in Washington DC

The District of Columbia has awarded Scytl partner, Hart InterCivic, an electronic poll book contract to replace the paper precinct rosters used for checking in voters on Election Day. Scytl will license its ePollBookTM software to Hart for use in the upcoming 2010 Primary and General elections. The ePollBook features an easy-to-use touchscreen netbook that synchronizes voter registration data in real-time and increases the efficiency of voter check-in and verification processes at the polling location. The ePollBook allows poll workers to efficiently process voters during an election, by speeding up the identification, clearly stating special situations that need to be handled, and providing help to resolve complicated issues.

Scytl wins the National Prize for Communication awarded by the Catalonian Government

Scytl has won the 2010 National Prize for Communication awarded by the Catalonian Government in the Internet Category for its innovative electronic voting solutions. The National Prize for Communication is aimed at rewarding the most significant contributions from professionals and entities in the fields of communication and telecommunications in Catalonia. The jury was co-presided by the Councilor in Culture and Communication, Joan Manuel Tresserras and by the Councilor in Governance and Public Administration, Jordi Ausàs.

Scytl partners with IRIS to enter the French private sector electoral market

Scytl has recently entered into a new partnership agreement with French company IRIS to enter the French private sector electoral market. Scytl will install a permanent Internet voting platform at IRIS' secure data center and will provide IRIS with training and support services during elections. This permanent Internet voting platform will allow IRIS to offer hybrid (paper and Internet-based) elections services to its customers. IRIS is one of the main actors for paper-based elections in the French private sector electoral market.

Scytl to provide an EMS and Results Consolidation Solution to Bosnia and Herzegovina

Scytl has been awarded a contract by the Organization for Security and Co-operation in Europe (OSCE) Mission to Bosnia and Herzegovina. According to the contract, prior to autumn 2010 General Election in Bosnia and Herzegovina (BiH), Scytl will provide to the Central Election Commission of BiH an integrated election management and results consolidation system that will process and verify all data on candidates and political parties, generate the paper ballots as well as validate, centralize and tally the results in the counting centre. The system will also validate the election results, allocate the mandates and generate the report for the official gazette as well as the election statistics. This integrated election management system will allow the Central Election Commission to further improve the administration and transparency of elections in BiH in order to increase public trust and confidence in the democratic process.

Scytl partners with Tieto to enter the Finnish private sector electoral market

Scytl has recently entered into a new partnership agreement with the leading Finnish IT company Tieto to enter the Finnish private sector electoral market. Scytl will install a permanent Internet voting platform at Tieto's secure data center and will provide Tieto with training and support during elections. This permanent Internet voting platform will allow Tieto to run labor union elections, professional association elections and annual general meetings for listed companies in Finland. Through this platform, voters will be able to cast votes remotely from any computer connected to the Internet in a completely secure and auditable manner.

Scytl’s ePollBook solution successfully used in the State of Washington

Scytl's ePollBook solution has been successfully used during the King Conservation District (KCD) Board of Supervisors election in the State of Washington. Scytl's ePollBook solution allowed poll workers to instantly access and update over 1 million voter records from seven county-wide Vote Centers. The election experienced close to a 60% increase in turnout from the KCD's 2009 Board of Supervisors election. This project was carried out in cooperation with Election Trust.

CESCA awards a contract to Scytl to offer Internet voting to 9 public Universities

The Catalan Supercomputing Center (CESCA) has awarded a contract to Scytl to license and implement a permanent Internet voting platform which will be used to conduct elections in all 9 public Universities in Catalonia. It is expected that this Internet voting platform will be used to carry out over 30 elections per year. The implementation of this permanent platform is funded by the Government of Catalonia which considers this project as a first step towards the introduction of e-voting in public elections and consultations.

The 2010 Summit took place in Munich from March 17 to 19.

The State of West Virginia has enacted legislation to allow the use of pioneering technology to support U.S. military and civilian overseas voters. Australia awards a contract to Scytl to offer e-voting in 2010

The Victorian Electoral Commission (VEC) has selected Scytl and its partner Hewlett-Packard (HP) to provide an enhanced electronic voting system to be used in the State of Victoria's upcoming 2010 parliamentary elections. The new voting system will be based on the one provided by HP and Scytl for the 2006 elections, and will include new features such as voting terminals connected to a central server via Internet and secure telephone voting. All these channels will be adapted to allow visually impaired voters and non-English reading voters to cast their ballots autonomously with all the security guarantees.

Scytl wins E-Government award in Austria

Scytl, together with its partners Bundesrechenzentrum, e-Voting.CC, IVM and the Technical University of Vienna has won the prestigious Vienna ebiz egovernment award for carrying out the first binding Internet election in Austria. According to the jury, this e-voting project can be seen as the purest form of E-government and a service for citizens in the near future. This award was organized by the Austrian Chancellery, the Plattform Digitales Österreich and the Report Verlag.

Scytl invited to present at the NASED Winter Conference in Washington DC

Scytl's Managing Director in the United States, Hugh Gallagher, has been invited by the National Association of State Election Directors (NASED) to make a presentation during their Winter Conference which will be held in Washington DC from January 28 thru 30.  Mr. Gallagher's presentation will take place on January 29 at 4:30 pm and will focus on the MOVE Act and its implications for states and election officials. The conference will be attended by election directors from across the United States.  NASED was formed in 1989 with the purpose to serve as an exchange of best practices and ideas. NASED members meet as a body twice annually to share information, hear from pertinent speakers on election issues, and develop a network among those in the elections community.
