From a technological point of view, the eDemocracy Platform is composed of four independent and complementary modules that provide a very flexible and powerful tool for improving democratic processes.
• Citizen Web Portal
Our citizen web portal is accessible through a standard web browser and SMS/text that allows:
-Citizen interaction: citizens can interact with one another online, accessing information and discussing topics in forums or blogs and participating in surveys and online petitions.
-Citizen consultations: citizens can be asked to provide their opinions on specific topics
-Dissemination of information for citizens, including the decisions made by the local authorities and its rationale.
-Dissemination of information for third parties, such as donors, so they can easily follow up on when and how the budget is being invested.
-Citizen/community education on different topics.
• eConsultations
Our eConsultations tool executes binding and secure processes through SMS, phone, voting kiosks and Internet:
-Sensitive surveys
-Referendums
-Internal elections (e.g. primaries at political parties)
-Remote voting to make decisions between certain stakeholders.
• Field Agent
Our mobile device (which could be a solar-powered computer, PDA, telephone…depending on the environment) that can be used by personnel on the field to:
-Gather information from communities, special interest groups and individuals on diverse topics (e.g. development priorities)
-Educate communities on multiple areas where a multimedia interface can help to better understand the risks and consequences of certain decisions (e.g. what happens if a hill is deforested when there is heavy rain).
-Record community satisfaction and project performance
-Report project situation to communities
-Transmit the collected information to the central server when a communications network is available.
• Central System
Our central system is employed by local administrations/field NGOs that can:
-Define the different options to be displayed by the citizen web portal and the mobile devices, such as debate issues, survey questions, etc.
-Gather all the information provided by the mobile devices and the citizen web portal.
-Process (data mining) the gathered information in different ways, including topic, type of data and geospatial origin of such information.
-Decide courses of action based on the gathered data and other factors to be considered, such as costs associated to certain options, government own priorities or feedback from similar projects already executed.
-Publish the information about decisions and actions to be taken in the citizen web portal.
-Track project evolution and citizen satisfaction so this info can be used to take corrective measures and as basis for future similar decisions.
-Optionally, applying semantics to automatically classify the information.
-Optionally, applying multifactor decision making algorithms to automate certain filters/decisions.
